It takes place in several spots through out the UK. The Dursleys live in Surrey, England. Diagon Alley is in London, England with access behind the Leaky Cauldron which is a real pub in London for the record. Hogwarts is in an un-disclosed location somewhere in the UK. The actual castle shown in the film is located in Scotland. I believe Ron's family the Weasleys live near Bristol but don't quote me on that one.

The Harry Potter books take place, generally, in Great Britain.
The Dursley's live in Little Whingig; which J.K. Rowling leads you to believe is a suburb of London.
]
Hogwarts itself is unplottable, so all we really know about that location is that it's near Hogsmeade.
