Even if you have broadband and have a very efficient system. The speed of your download is dependent on all the hops it has to take from where you get the file, to get back to your system.
It is also dependent on the speed of the connection the computer you are downloading the file from has. Even though you may have broadband. If their connection speed is less than yours. The file will transfer on their speed of transfer, not yours.

Refer to bitcomet online suggestion for setup on a router. You need to open certain ports on your router and also configure some settings inside the application.

Try a different site. http://profilefreebies.com/hosting There are no download limits like other sites and, well, I've never seen a 'server too busy, you should upgrade to a paid account'.
edit: Are you talking about pages loading on the internet? Is bigcomet an ISP?

receive % relies upon on the torrent and on what percentage seeds you've. First make constructive the bittorent shopper isn't blocked by your pcs firewall or your router (once you've both) also in case you cap your upload % to round 80% of your optimum upload %. (upload no longer receive) this may help the torrent to run faster because...nicely it only does. it also will make surfing at the same time as downloading a lot faster. yet maximum heavily, once you elect a torrent to receive, receive one with a good seed to look ratio. wish this enables.

Use Utorrent instead, it has a way of helping you forward the ports in your computer and router. I did it and the first thing i downloaded was coming at 350 kbs. Takes a bit of time but well worth it.

depends who else is seeding.
You can open ports but you are opening your butt to the CIA raping your PC.
And then the good old fashion pirates will get whatever's left of you...
