Is it better to take the SAT and ACT with the writing section? Will the colleges not count the ones without?

I taking the SAT and ACT for the first time and I am wondering if it is true that they only can count the onr with writing if you want to get the better of the two!

you have to take the whole thing i thought...when i took act's you didn't have a choice. just take it all, why not just get it all over with?
