There were many IT Help Desk companies like Sitel in Madison Wi that provided training and hired IT newbies for about $9 per hour. Unfortunately these companies nowadays are hiring in India instead, but there are a few around. They get your foot in the door and allow you to put experience on your resume.
I worked parttime for Sitel in 1997 and also worked at local Best Buy doing basic desktop troubleshooting. I did both for a year which looked like two years of experience on my resume.
After a year, I went to a temp agency and got an $18 job at a corporation doing IT phone help desk. I did this for another year.
During the year 1999, the internet was at an all-time high and companies were hiring left and right. I got a job at Dell and today I earn 65K without a college degree nor a single certification. If you are hard worker and can show it, people will keep you on their team.
Good luck.

no age given either.
if school age then aim for a college with it in mind.
if older then there are many evening course offered locally (UK)
find one near you and take a beginners course (might be a little too basic) or go for the CLAIT course or the ECDL course.
both are recognised as a 'first step', then check what local colleges are offering, depending on your circumstances the course could actually be free, once you get some starter courses all will be made clear if you want to take it a step further.
