Talk to her about it again. If she doesn't want you to do it, then you are out of luck. Sorry. :(
I don't think children should have to be under direct authority of their step parents... did you talk to your dad about it?

First get enough information about what cheerleadin squad you want to join, then tell her the Health social and mental advantages, then promise youll do someting for her >< be really nice and polite and always end with a hug, or a kiss on the cheek, also get some of your friends to join !!

i guess you can try to convince her why you think it'd be best for you to cheer. For example, next year, i definately want to try out for cheerleading, and i'm scared my mom might not let me. I dance, so i know it'll help me with my dance life too.
For yourself, you can make a list of pros and cons for cheerleading. Here's a starter. PRO: make you stronger, keep you fit. CON: danger to your body.
Also if you manage to still keep yourself convinced that you want to do it, ask your step mom to make a PRO and CON list herself. If she can't come up with more cons than pros, then you've won. If she can, then add things from your list to hers. If the cons still over-power pros, well, i can't help you any further.

ask her why, she may have a good reason, she may not.... but if she has to think about why she she said no then she may realize that her reasoning is flawed or selfish. At least you would know and then you can make your decision.
