Right now, Randy Orton has the most in-ring ability.
When Triple H returns, I'm hoping he'll be back to the level he was before getting hurt, and if he is, he'll have more ability than Orton.
John Cena has more ability than Mick Foley because Foley's greatest in-ring asset is an ability to absorb insane levels of punishment, which Cena can't quite do as well, but Cena has other abilities that make him better overall than Foley.

Most would say Randy but it is Triple H. He is older and wiser and the cerebral assassin. He had had DX and more than several different championships and different times. For that alone. Now Mick Foley is a different kind of ability as in Extreme even though Triple H and him did the Steel Cage Match. Foley mind is twisted when he is provoked, like Mankind and Cactus Jack. Now Randy and John are both up and coming and I believe one day will be in the Hall of Fame. Randy is 3rd G. wrestler but has the natural ability to make it a long career on his own. He was the youngest champ in history. And if on heart alone John defiantly will. He will horn a
few more moves and his mind as he gets older will fine tune this. I luv each of them at different times so i am not hating on anyone only my opinion.

Well that isn't even a hard question at all.
Right now HHH is better. HHH is a solid all-round wrestler, who has pretty good ring psychology, and is decent at selling. HHH has had some pretty decent matches with a wide variety of opponents, often even when their styles severely class. He is no Bret Hart or anything, but the only opponent I can really remember him looking terrible against was Scott Steiner, and rumors are that he may have purposely tanked to bury Steiner.
Randy Orton is next on that list, and is actually a better wrestler at 27 than HHH was. He has alot of potential and should only continue to get better.
Mick Foley never was a great wrestler, nor did he have a great grasp on ring psychology. He was however good at what he did, which was garbage wrestling, and being an in-ring performer.
John Cena is terrible. I don't think any WWE champion in the history of the company has had so little going for him other than a monster push that probably 80% of the fans resent. WWE has had champs in the past who weren't the greatest wrestlers, Hogan, Yokozuna, The Rock, Ultimate Warrior etc. All of them were either big men, roided up monsters, or guys who were dripping with charisma. John Cena is none of these things. He is not a particularly big guy, he stands just a shade over or maybe even below 6 ft and weighs probably about 230 pounds if truth be known, (yes I know WWE has him listed as 240, but he isn't ) and he has no charisma or appeal to speak of (unless you are a little kid, or a woman who likes his looks.) People gave The Rock alot crap for not being a very good wrestler up against the likes of Rock and Austin, but even the Rock was a better wrestler than Cena, and it is not even close in Charisma folks. When the Rock opened his mouth people listened, hell the Rock didn't even have to say a word, just raise a damn eyebrow and he people eating out of his hands. Cena talks and its blah blah blah, you can't see me blah blah blah. What did he say again?

Triple H has the most and the only other one close would be Orton. Even though i love Foley he wasent great in the ring and his popularity was because he used be killed and still get up. Cena has absolutly none
