Oscars require a varied diet, and i understand your reluctance to feed live foods. To be honest i would not recomend you feed an oscar feeders from the pet shop anyway as feeders are generaly kept in poor conditions and can harbour disease. If a person wishes to feed an oscar live fish (which is perfectly natural) then i recomend they raise their own. Somthing like convicts which breed and grow reasonably quickly and then only occasionaly (weekly).
I probably wouldn't feed raw meats as the oils can remain on the top of the tank and then i could not be sure if the meat didn't contain harmful bacteria.
I would probably feed somthing like this
*good quality high protein pelets (hikari are good, daily)
*a spirulina or vegtable flake, daily or every 2 days.
*algee wafers, every 2 days, if they go for em.
*Rinsed canned tuna in spring water (to get the oil off, possibly weekely)
*processed crabmeat (Rinsed, fresh very sparingly like fortnightly)
if your willing to feed insects (yes i know they are living)
*blood worms, be carefull here as it is my opinion that these carry disease, and they get stuck in the gravel. as an occasional treat.
*earth worms, grown in soil at home with out pesticides, feed weekly.
*crickets, available in pet stores, very nutritional the oscars love em. weekly
The main thing is feed small amounts twice daily, make the pellets and flakes the main part of the diet, and feed the goodies every few days. Vary brands of flakes and pellets and textures and sizes so the oscar does not get bored. They are very smart and will at times get picky with their food. For example the may only eat feeders or a type of pellet. Ignore this behavior and continue to feed a varied diet.
Lastly a 30 gallon is no place for an oscar, these guys get huge (like 40 cm or 16 inches) you really need him in a minimum of a 50 gallon, i'd recomend a 4x2x2 so you can put him with a friend, but no other fish. And make sure you have adequate filtration (a canister that cyclyes at least 4 time the volume of water in the tank per hour i.e an 50 gal should have at minimum a filter that does 200 galons per hour.)

My son has a pair of huge Oscars. He feeds them any kind of beef cut into edible chunks,(raw) and buys minnows and puts them in the tank. They eat as many as they need to fill up and the rest just swim around until the next meal. On occasion he has fed them, dog food, cereal, bits of cooked vegetables and basically they eat anything that they can get into their mouths. Whatever you feed make sure they eat what you put in, that some doesn't remain uneaten. Except for the minnows of course.

If you don't want to feed him live fish, he's better off with the food he already eats.
There are Oscar pellets that you can get from a pet store if you're feeding him regular fish food, but it's not like you can feed him chicken or hamburger. That'll foul your water really fast.

Nothing living huh?... ok no problem.. try beef heart. You can often find it at the pet shop frozen or get it from your local butcher or grocery store. Heart is preferable to other cuts as it contains very, very little fat. You can also feed shrimp, fish fillets, or a variety of frozen foods from the pet shop that contain these types of foods.
