Its primary purpose is so that you wont get regional blocking, but includes other goodies to, have a read at this link.

It allows your PSP to run homebrew applications and games made by PSP programmers/enthusiasts. Above and beyond that, not much. If you're into homebrew, it's a nice add-on.
