If you intend to charge people for the drinks then your local council will give you all the details

You need to take a course (1 day) and pass the test. For that you must be over 18 and have CRB form (form can do later). BIIAB Courses Level 2 (off license)

you have to go to your nearest police station,they will be able to help you,I know someone who did that,and they got the licence,good luck.
