Term limits. It works for the President. It should be in place for every office. Then the "good ol boy or girl" wink, wink would be gone. They come in and try to make things better instead of trying to stay in office.
Rational people know this. We need to rise up and make it happen.

Sent Term limits for all bodies of Government to start with. Career politicians should not be allowed.
