Consider the GP2X.
For around $140 ~ $180 (depends on how well you can shop around for deals), you can get an open source LINUX-based portable game system with the following features:
++ Emulated games - Neo Geo, Sega Genesis, Master System, Game Gear, Commodore 64, NES, GameBoy, Gameboy Advanced, MSX, TurboGrafx 16, MAME Arcade, and others.
++ Inexpensive SD/MMC memory card storage (half the price per MB than Sony Memory Stick Duo)
++ Multi-format movie & audio playback. Also supports eBooks.
++ A wide variety of FREE homebrew applications.
++ Good quality 320×240 3.5 inch, 260,000 color adjustable TFT LCD screen with optional backlighting.
++ Hooks up to TV at 640x480.
I have one, and I frequently play arcade, SNES, Sega Genesis and Neo Geo games on it. I don't have to constantly switch around hacked BIOSes, or spend a fortune on big Memory Sticks, like PSP. If you use a good set of rechargable NiMH "AA" camera batteries, it can go 5-8 hours on a single charge.
I LOVE my GP2X and use it regularly. Check out the links below, to find out more about it.

Yeah, the Game Park GP2X is an emulator's dream come true. I can play all my old NES and SNES games on the go, and then hook it up to a TV when I'm home.
DEFINLTELY get a good set of high-power rechargable camera batteries. Ordinary alkaline batteries only last like 3 hours, when running something intense like movies or arcade games.
I also loaded a few PDA programs on there, so I can use my GP2X like an organizer.
The one weak point is that it doesn't have many unique games, programmed specifically for it. Still, with emulators, you can play literal thousands of games. It even plays some Capcom CPS2 games. I play Darkstalkers Revenge and the Neo Geo Metal Slug games all the time.
It won't replace the Nintendo DS, and it isn't quite as powerful as the PSP (though the PSP doesn't have many good games that aren't just PSOne games shrunk down), but it's great if you love classic games. It's also good as a portable movie player, music player and for homebrew apps. Heck, it only cost me $145 for the bonus pack, new in box, on eBay. Great deal!

A laptop...if you are prepared to fork out the money you can play all sorts of games on it! PC games and with the use of all sorts of emulators you can play Playstation Games (PS2 games if you are prepared to fork out a LOT of money) Gameboy games, GBA games, Sega Games and if you are good at searching the internet MAME (the old arcade machines with street figher and mortal combat and metal slug...all them sorta games)
That is the only solution to your question...only Sony and Nintendo produce portable consoles and as far as I know Sega never produced a portable console...(that I know of...they havnt even been in the colsole producing industry for a while now...they left that with the dreamcast)
