If you still use Microsoft Internet Explorer as your main browser, check the size of your TEMPORARY INTERNET FILES folder, as on my last computer the INDEX.DAT database file that controlled it all was an absolute sod for getting corrupted..... and right clicking on PROPERTIES showed there to be several GB of data in the folder even if it showed nothing there when I opened it.
One time it happened, there was over 10GB of stuff showing on there (when I only had the slider set to 2GB).... One common symptom is the INTERNET OPTIONS windows hangs when you hit the button to clear out that folder.

ZONEALARM INTERNET SECURITY SUITE has a cache cleaner tool in the PRIVACY tab section that'll help you fix it, while SPYBOT: SEARCH & DESTROY has a Secure File Shredder that can also fix it.

not quite sure what you mean.
do you mean windows is saying you only have 30gb left on the drive and you have only put 18 gb of software onto the drive?
'a quarter used' means nothing without the size of the actual drive.
i assume you emptied recycle bin?
after that i would need more info...

Maybe your hdd has partition files.
