A potential difference has to exist before current can flow. The potential difference can exist without flow.
As long as current is flowing then there is also a potential difference.

The flow of current depends on the potential difference in other words.

Wow you really need to read your physics book. There is no chicken and egg type of situation here.

A potential difference causes current to flow so long as there is a conduction path. That's it. There is no mystery to it.
