Somebody has got to fix the potholes. Somebody has got to check the water for sludge. Sober people want the govt to be closer to them and drunks and cowboys want it further away. This was, they all are happy and Peking can relax, and Hong Kong can go about it's business, which is, making tons of money. Peking gets it's percent, peace reigns, and compare that to L.A. in So Cal. It's ungovernable. The pot holes are full of immegrants, and nobody knows whats gonna happen next. The only thing they share, is that they both make tons of money.

Hong Kong has it's own government which is subordinate to the Chinese government, just as New York has its own government, which is subordinate to the federal government.
