In depends on what period you are speaking of. If you are speaking of when a civilization is developing it is an advantage: fishing, water supply, and can protect the islet(city) from being invaded. A disadvantage in any age would be flooding, and if the river is unsanitary the smell. In this modern age some of the previous advantages hold up, except it being a defense from preventing invasion, since countries can be invaded from over head.
Another advantage is if the river is aesthetic, it would be wonderful to paint, sail in, or even go fishing in. The disadvantages stated can still be relevant too

Hopefully you could have riverside walks, boat trips etc & the river would make the city more attractive. If it was prone to flooding, that would be a disadvantage. If this is a homework question, I suggest you get down to the library & do some research - don't just rely on Yahoo answers & Google etc

By far the greatest advantage would be defence though, a natural moat. Your attackers have to cross the river to get to you and since they'd be in the open to do this, you could be picking them off as they came

Disadvantages.

Flooding
Subsidence

Scenic, cooling waters and really heavy traffic would go around it. Great if you work there too.

In time of disaster it could be hard to get out of it due to a limited number of bridges.
