All deadlines like that include weekends, unless specifically stated that its X working days, where only monday - friday count.

Yes, generally means a month. Unless it states "28 working days" - which would be an off number

I would say it would include weekends, so you have four weeks.
If it doesn't specify, I'd do it within four weeks to be on the safe side.
