In terms of perception, Locke took a view already present in Europe. He said that all objects possessed two qualities: primary qualities, and secondary qualities.

Primary qualities are those qualities which are present in the object itself, such as extension. Secondary qualities are only present in the viewer, such as color. In a world in which there are no animals with color vision, there are still objects that reflect lights of various wavelengths, but, there is no being that would interpret those waves as "color."

Berkeley believed that, essentially, there really isn't a sharp division. For example, you might say color is perceiver-dependent, but is it possible to have a colorless object? Berkeley basically ruled out the idea of primary qualities, and said that all qualities are perception-dependent.

Locke's most significant idea is that the human mind begins as a blank slate - tabula rasa - which is written on thru the course of his or her experiences and education.

Berkeley is more sinister, his ideas are being used to re-create the social world in this age of terrorism and impermeance.
