there are a couple of things.
1-you can read the book how to buy a good pair of heel
2-buy quality
3-lose weight fat people should not wear heels it is just to uncomfortable for the weight of their bodies
4-buy insoles good quality
5-good quality shoes
6-start with filled in heels first then graduate to thick heels finally siletos
7-make sure the heel has a wide base zone for balance
8- practice practice practice

There are heel cushions you can buy that are super cushiony! I love them! I don't wear heels too often, but when i do, i need my cushions! :) Even just a general insole insert should help, but they are'nt as padded as a heel cushion is. They even make cushions for the ball of your foot! (If you bear down most of your weight when you walk on the ball of your foot, go for those-i tend to walk hard on my heels!) Most big shoe stores sell them. I got mine at DSW for a decent price.

Buy high quality heels and don't wear them for major shopping trips etc. Shoes like that are not meant for lots of walking.

This may sounds weird, but you can put a thin panty liner on the sole of the shoe.

Buy some insoles... they have some just for the heels or just for the balls of your feet... they even have cute ones just for heels with cute prints..

Try an invisible bandaid on your heel or ball of your toes.
