No. The SAME bill must pass both houses & be signed by the president. If he vetoes, it takes 2/3 of both houses to over ride the veto.

Bush will veto it and the Democrats don't have enough votes to overide a veto. I think it is for the record.
Congress is more likely to go after Bush and cheney to get rid of them! About time!
Yes Bush still runs the military, but with advice and consent!
Bush might run the military, but he doesn't control the money!

Well, before a bill/law/resolution - like removal of troops in iraq, Congress has to approve it with a simple majority. But before its law, the president has to sign the bill/law/resolution. He can choose to veto it, which means that unless Congress can get a two-thirds majority to agree to the bill/law/resolution, then the bill/law/resolution will be dead.
Congress, the President and the Supreme Court all have to say yes before the bill/law/resolution is passed. This is what is known as the 'checks and balances'. It keeps the balance of power within the government.

if the president vetoes a bill then it doesn't go anywhere, unless 2/3's of houses push for it
Bush has always said he would veto a bill with a timeline so it's unlikely they'll be withdrawn
