usually you can get within 50 or so miles of the person, assuming that they are using that IP right now.

what happens is the ISP has a whole bunch of IP addresses, that they randomly assign to people. They change it every once and a while. If you were the FBI you could ask the ISP exactly who had a certain IP at a certain time..here is a good site

Sort of. They often relate back to the ISP that registered them, or to the local office of the ISP where the router is located. Generally you can get pretty close with any number of "IP tracer" programs (type 'Map Traceroute' and you'll find many) but sometimes they all go to one place (i.e. many many AOL users are mapped to AOL HQ in Virginia.

an ip address is like a worldwide postcode / zip code - this can only identify your service provider in the country you are in if people need to know your "Identity" then they would need to contact your service provider - and they can release your information.- this would only be given in extreme cases - so don't worry - unless you are a child muderer !

Only if they're in the police, FBI or whatever.

They'd need to trace the IP back to an ISP, and then suppena the ISP for your details.

Do a google search for "ip tracer", and do an online trace...you can find out way more then just their address

I'm not sure that they can find your exact address from it, but they can certainly find out your general location. Why? Is someone stalking you? If so, you need to tell the police immediately. Behavior like that almost always escalates.
