A static ip is unchanging, this is useful when you wish to host services (such as a website or ftp) so that the address of the machine doesn't change.
A dynamic ip is allocated by a central server from a pool of available ip addresses when you connect to the network. This is useful when you have a large number of machines which may not all be connected at once (so you don't need as many addresses as you have computers), or for ease of maintainance (since you don't need to spend time assigning an ip to each machine).
(It is possible for a static ip address to be assigned by a server in the same way as a dynamic address. The system can recognise the MAC address of the client and assign the same ip address each time it requests one)

Understanding Static vs. Dynamic Addressing
If you use static addressing on your network, this means you assign each host a permanent IP address. If you use dynamic addressing, the hosts use any available address within a range you specify. The information below explains some of the advantages and disadvantages of static and dynamic addressing.
Before you begin reconfiguring your applications, you should decide which scheme you plan to use: static, dynamic, or a combination. CIT recommends that you use static addressing; it helps you, as the network administrator, keep track of machines and figure out which one is causing problems. Some network applications require static addressing.
If you want to consider dynamic addressing because it is easier to set up, CIT advises that you limit the range for dynamically assigned addresses to start at 21, thus leaving 6-20 reserved for hosts that need fixed addresses because they will offer IP services. If you think you will have more than 15 IP server hosts, you should raise the start point for dynamically assigned addresses.

IP addresses are in increasingly short supply and like many organizations ZyTrax charges for the use of Static IP addresses. The ZyTrax dynamic IP service 'leases' IP addresses for 24 hours - so you need not worry that 'every time' you connect you will have a different IP address.
Definitions
As the name implies Static IP addresses are the same every time you connect. dynamic IP addresses may change each time you connect to the network (e.g. Internet).
When you do NOT need static IP addresses
If you ONLY do things from the following list you do not need static IP addresses.
If you browse the Internet.
If you send and receive e-mail via an offsite server (the normal method).
If you download or upload files.
If you use Instant message services or chat services.
When you need Static IP Addresses
You need one or more Static IP addresses if any of the following are true:
You run one or more Web server's directly on your site that require external access (from the Internet, or Extranet but not typically an Intranet) .
You run one or more E-mail server's directly on your site that require external access (from the Internet, or Extranet but not typically an Intranet) .
You run one or more FTP server's directly on your site that require external access (from the Internet, or Extranet but not typically an Intranet) .
You run any other service or 'Application' that requires external access (from the Internet or an Extranet). Some Financial Terminal Client applications require that you have a static IP address for licensing purposes.
You allow 'incoming' Video Conferencing you may need to use static IP addresses.

As the name suggests, static IP is a static (read fixed) IP address. Dynamic IP address is dynamic and requires access to a DHCP server.

Dynamic IP is what most of us are using and it's issued by your ISP when you connect. A static or fixed IP is used by webservers or in a virtual private network where it's essential for a computer to be at the same address all the time so other machines on the net can find it.

Static Ip ..u put that on the computer statically.
controll panel->network connections->select Tcp/ip & click properties... u will assign static IP here
Dynamic.. will be assigned by the DHCP & changes every 3 to 7 days. (will be assigned by the internet service provider)

a static ip is one that is manually configured on the host... the ip, gateway, subnet mask and dns numbers have to be configured by the user...
a dynamic ip is one assigned by the dhcp (dynamic host configuration protocol) server - where each host undergoes a DORA (discover-offer-request- acknowledge) process to get the ip, mask, gateway and dns numbers from the dhcp server...
