You should have had a SS card long before now. You can't do much of anything in this country without it.
Go to the post office and get an application, fill it out and send it in. I had one when I was 14 years old which was 35 years ago.

call down to ss office tell them you lost it and need a new one have them mail you the form then mail it back
only thing is you may have to put your moms name on it as if she were requesting it thats how i got mine in illinois
