tools > popup blocker > turn off popup blocker
but many programs have them and each one has to be disabled a certain way. programs that never connect to the web don't have a popup blocker. this should make it easier to find them.
you can temporarily bypass ALL of them by holding down the CTRL key when you click on a link etc. it is reactivated when you release the CTRL key.

go to control panel
click internet options
click the privacy tab
see if the pop up blocker is ticked
if so untick.
if it's not you have to find them on whatever toolbars your using

when you see that small strip on top stating that the pop up blocker is blocking right click it and it should give you an option to disable it

circulate to alter panel click information superhighway thoughts click the privateness tab see if the pop up blocker is ticked if so untick. if it relatively isn't you should locate them on inspite of toolbars your utilising

Or if ur just wanting it off for a few seconds while your on a website just hold down the control key while your on the site.
