After Jan 23, 2007, to re enter US from anywhere other than US Virgin Islands, Puerto Rico, or other US possessions, if you are flying, requires a passport. Currently if you are driving across the border from Canada or Mexico, they haven't yet instigated the passport requirement, though they are attempting to put that into place in 2008. Good luck.

When entering any country, the customs officials of that nation can request you to display a photo ID (of which passport, driver's license, and military ID are the ONLY acceptable alternatives) and proof of citizenship (of which passport, birth certificate, and naturalization papers are the ONLY acceptable alternatives).

Under current regulations, you REQUIRE a passport (the only acceptable option) if you are FLYING into the US from elsewhere. If you are driving or sailing, you could get away with a driver's license/birth certificate combination ... but only until January 2008 or thereabouts. After that, the means of transportation won't make any difference ... you WILL require a passport.

The reason for the ID choices is that they are government-issued documentation, and are therefore traceable within the customs/immigration system.

First of all, how did you get out of the country without a passport?

I don't think a high school id is government issues and since you have no picture id then you want to consider apply for a temporary visa until you can prove who you are. Anyone can get a birth certificate off line or from someone trying to make a buck.

What is the reason for leaving the U.S.?

A birth certificate is a legal document if the seal is on the document--it can be used--not sure about the high school id card.

yes of course, the question is, if you want to came to US in an airport or any place with emigration, you will need a valid passaport with the legal rigths. If you are a US citizen you need to go to a US consulate office and reques a pasapport, will take some time, but this is the only way...unless you want to go to the minute man on the border and explain your case...I will not recomen this..

You can come back, but you will need to get a passport.

My advice is to contact either the U.S. Embassy or a U.S. Consulate to see what they will require to issue a passport. They can issue one overseas if you have the proper documentation.
