This particular assy has turn off valves on both sides that turn ever so freely. (can't tighten). Also, what is the purpose of the two smaller unconnected outlets each with its own shutoff. When I shut these down water appears to overflow the top of unit. Unit is very difficult to see as a home vacumn system was placed just below it.

It is a common residential back flow. The two smaller outlets are test cocks. They are used to test the back flow to make sure it works properly. Don't bother with it, the price of the equipment isn't worth it. Does the water only come out for a minute or so? If so, it is not a problem, it is just the water draining from the back flow (doing what it is supposed to be doing). If it keeps coming out, then you will have to take it apart to test it. There isn't many pieces in there, so just remember what order they came out. You need to check for dirt and clean it. Next check the o-rings gaskets and seals. If they are cracked, you need to get a rebuild kit for it. It may also be cracked. You can get this at your local sprinkler supply house. You will need to know the manufacturer (it will be on the side of the back flow, or on the top) and what size it is. It will be either 3/4" or 1". You will pay about $50 for the kit, but if you pay someone to do it, you will pay the service call and about $85.

It sounds like a reduced pressure zone backflow preventer, Lowes and home depot carry them. If it is a RPZ, it will have 3 ports to test for proper operation, along with the built in ball valves. The 3 test ports have ball valves which are opened and closed with a screwdriver.If one is leaking, try turning w/screwdriver.till off ( 1/4 turn full open/ closed) If leaking elsewhere, replace it.
