If it is a real chain then there must be a corporate office somewhere. Try to contact the director of operations or the franchise coordinator. You can even go to the president of the corporation. Don't be shy, they really do want to hear from their customers about anything that has to do with their franchisees.

If it is a franchise restaurant like Wendys you can go to their website and fill out a complaint form or find a toll free phone number. Just to a little research to find their website. Put in the restaurant name in the search line a few different ways until it comes up.
