Goldfish, like all other fish, have an organ that allows them to regulate their buoyancy. It is called a gas bladder, or sometimes an air bladder. It is not the same as lungs - which fish do not have in the same sense that mammals do.
Basically, a fish fills the organ with gas which is lighter than water in order to counteract the weight of their bodies which is heavier than water. In doing so, they adjust their relative weight or buoyancy to zero so that they neither rise nor sink.
Submarines use a similar technology to surface and sink by filling buoyancy tanks with air and then "blowing the tanks" to sink again.

They sometimes do. Below is a link with loads of information on floating problems for goldfish. It talks about air bladder problems - probably those are what in a healthy goldfish offsets the weight of the fish so it can float.

Because of the air in their lungs, blow a balloon up under water and watch it rise to the top, then they have fins to direct them around.

they are lighter than water. ever seen a dead gold fish- it floats to the top, this means its floating has nothing to do with swimming ability (as fellow answer's suggested)
