Despite the law, it is difficult to actually make deadbeat parents pay child support if they do not want to. Look at this way, let's say you have the guy put in jail. Well, they aren't going to keep in there long because how can he "work" if he is in jail?

A deadbeat parent leaving the country should be banned from ever returning. Let them remain the unfit parent somewhere else.

Yes unless there is a court order prohibiting that. It's easier to change your identity though than to gain acceptance, find a job and affordable housing in a foreign country.
