Because the Earth's atmosphere filters out the longer wavelengths of the light spectrum. The longer wavelengths are the lower energy light that appears red, orange, yellow, and green to us. With those wavelengths filtered out, only blue, indigo, and violet remain for us to see...the sum total of these shorter wavelengths is that we see blue.

has to do with color prisims etc. I like to think that was the color of paint God had that day. hahahahaha
