<3 means less than three
>3 would mean greater then three
You can use it in say a database to sort out numbers that are <> (greater or less than) a certain target. Say where you wanted all the accounts that had a balance over $100 you could search for all accounts >$100.

The first thing I thought of when I saw your question was smaller than 3 (from math class). It was interesting to read other people's explanation that it is also a heart.
