Fist off, I’ll warn you that making a citizen’s arrest may be dangerous in several senses. The arrest will likely be resisted, possibly with force or even a weapon. Plus, citizen’s arrests done improperly could lead to civil or criminal liability, and could in criminal charges filed against you.
But if you’re determined, follow these rules
1.) When performing a citizen's arrest, don’t read them their Miranda Rights. This could be construed as impersonating a police officer. Instead, focus on remembering every detail, so you can tell the police department what the arrested person did or said.
2.) Inform the suspect of the crime you are accusing them of. Make sure that you have probable cause or evidence connecting them to the crime.
3.) Detain the person – simply. Handcuffs, rope, or even a cage, will due. The person may go willingly, but it is likely that you will have to detain the person against their will, so be prepared to get your hands dirty.
4.) Report the person to the police. The police may either come to you to pick them up, or you may have to find the police yourself.
5.) Pat yourself on the back for a job well done. You have just served a healthy dose of justice.

You don't. It opens you to incredible amounts of legal liability if you screw up.
Do you know the difference between a felony and a misdemeanor?
Do you know the difference between criminal liability and civil liability? Do you know what a tort is?
Do you know whether your state has a statute that even allows citizen's arrest? Do you know whether your state's courts recognize a common-law privilege of citizen's arrest? Do you know the parameters of the privilege for your state (if any)?
If you screw up a citizen's arrest, you open yourself to a mondo lawsuit. Call the police and let them roll with it.

The element of surprise is best. Practice the way of ninja. Use a smoke screen and instantly appear behind em and handcuff the perk.
Side note: make sure he/she is guilty else you'll have legal problems. Best to follow and contact the police from a distance if possible.

You start by pushing the suspect's head through their car's windshield. You then proceed to put your knee into their back, (making sure it hurts nice and good,) you pull their beanie of their eyes so they can't see well enough to completely obey your orders, (because you know that most Mexicans and Blacks wear beanies,) and you grab their testicles and tell them you are going to squeeze really hard if they move...
...oh, and don't forget to take their Marijuana; the Judge will probably want to buy some after the case is decided...
