Not in my experience. Discrimination is against someone who had no choice (race, size, gender) not against someone who made a choice.

Yes. However, most of the time this type of discrimination serves a very good purpose.
If someone has a history of robbing banks, financial institutions would understandably not want to hire them. A daycare would not want to hire a convicted child molester.
If the crime is closely related to the job being applied for, then discrimination is simply a matter of public safety and common sense.
"Federal discrimination laws make it illegal for employers to discriminate against employees and job applicants in any aspect of employment, based on age, disability, national origin, race, religion or sex (gender)."
Discrimination based on a felony is legal in most cases, but there are exceptions.

The following are protected in the US when it comes to hiring.
Age (over 40)
Race
Sex (unless the job requires it, a man can't be a Playboy bunny)
Religion
Handicap, as long as you can do the bulk of the job.
An employer can choose not to hire you for any other reason, felonies, bad credit, etc. Not discrimination, just reality.

Hmmm. That is a tricky question. Probably your best source of information would be an attorney who is trained in the law regarding this area.
I would love to assist you and can give you some contacts, but you would have to contact me privately.
Best wishes...
