i saw a show once that had a music teacher teach a bunch of people who thought they were tone deaf to sing. it took a LOT of training and she was a specialist.
sometimes a person is 'tone deaf' because of sinus problems or persistent allergies. it makes it hard for a person to hear himself when he's all congested.
however, all the training in the world won't help if your voice has an unpleasant timbre. you might be perfectly in tune but the tone of your voice might be unpleasant. some aspects of the voice can be altered, but a lot of it depends on the anatomy of the head and chest. that can't be changed without surgery (yikes).
if you really love to sing, keep singing, whether you are good enough to perform in public or not. sing for yourself! sing in the shower! sing while you clean up the house. take some voice lessons to see if your ability can be developed. tell your voice coach what you are trying to accomplish and ask her to be honest with her feedback so you will know if or how much you are improving.

If you can't sing, you never will. You are born with vocal cords that allow you to sing well or you are not. There's not much you can do. Sorry.

you can either sing...or you cant - its a gift...however, if you cant sing...it doesnt rule you out of a band - you can do the music or backings - being there in front of an audience is enough satifsfaction...then you have achieved part of your dream!!...out of little acorns..big oak trees grow you know!
