NO! That is not true. People chose not to become educated, but everyone is capable. At differing levels, of couse, but a basic education is something everyone is capable of achieving if they apply themselves.

not everyone likes to learn, some people believe acedemic studies are worthless and time consuming.

there are people who might wish to take a trade they have more interest in and not everything in the job force needs a degree.
