Say for instance permission was being sought for a new leisure facility, then both the positive and negative impacts on the area would be considered. Positives may include increased revenue for the surrounding business's, overcoming the lack of existing leisure facilties etc. Negatives may be increased levels of traffic & noise, reduced revenue for existing business's if of a similar nature, access issues etc. Hope that helps good luck with your home work.

it means "i don't give a **** what the **** you doing about your ****ing home work" etc etc
which gives you a negative feeling about me and the work you are doing. A blunt way to demonstrate it but that's the basic premise.
