The truth and reconciliation commission (TRC) was completely separate from the criminal justice system. It was not about punishment or exacting retribution. Many of the people implicated in it actually received amnesty for their crimes.

The TRC was a once-off project aimed at bringing into the open the atrocities committed by both sides during the apartheid years. It was to give people an opportunity to achieve some closure for losses and griefs that had been endured suffered in secret up to that time.
