Well, if he loitered on a wall, I reckon he did the same wherever else people loiter, like street corners or shopping centres.

Presumably with the King's Men since they turned up so promptly to try to put him back together again.

I'm not sure which historical figure was actually being lampooned by this nursery rhyme.
