When you truly mean it. There is no right or wrong measurable amount of time. If it's in your heart, it's right.

The right answer is when you feel attached when you start to care for the person, when you feel what they feel. Never say it just because, say it because you mean it! I LOVE YOU is a very stronge word and now days it is starting to lose its true meaning if you love the person its because you need them, you care for them, you dont want anything bad happen to that person, and that you will do what it take to make them happy.

I think it depends on the person you find. Some people know instantly and say it within months others may wait years.
And it depends on the way you use it.
Because I tell my friends I love them just so they know what they mean to me. And my now fiance it took about a year. Every situation is different. Your feelings will tell you if you do.

You should say it when you really mean it. If it takes 1 month to really love the person then say it in 1 month. If it takes 3 years to love the person then say it in 3 years. Don't just say it if you don't mean it.

You can say I Love You any time that you feel it is the right thing to do. I have heard of different couples who have said it on their first dates. You will know when the time is right.

I think you should only say "I love you" when you really, truly mean it! It doesn't really matter what time in the relationship. Unless its been, like, a day after you started dating and they say I love you...that's a little extreme. I think it means more when you say it when you actually mean it.

It all depends on the person. Romeo and Juliet fell in love in 1 day, not even, only after one kiss did they fall in love. They got married the next day, i know its just a story.....but still.
