Tough one.
I'll go with Cabrera/Ramirez
Cabrera is a poor man's Pujols. Ramirez is going to be a big time player, (maybe a 40-40 guy down the road.) They are both 23-24 years old or so. Reyes and Wright are right there too and I almost went with them. It is hard to pass on Utley and Howard, but the other duos are both 5 tool guys. Howard is more one dementional. All are great players.
Chipper is too old and Nick Johnson just doesn't match up with the other guys.

Utley and Howard
That's the only pairing that provides an elite 2B. Why? Because Utley's the only elite 2B in today's baseball.
An argument could be made for Cabrera and Ramirez, and another argument could be made for Wright and Reyes, but I can go outside the NL East to fill 3B and SS much easier than I can fill 2B and 1B (due to my claim at the beginning of my argument that Utley is the only elite 2B in the league).

No doubt Wright/Reyes....just look at their stats compared to the rest. Wright's power combined with Reyes' speed is amazing. They are both speedy players, especially Reyes who I feel will break Henderson's record of 1,406 stolen bases. Wright will continue to improve his power at the plate and eventually hit a solid 30+ every season with a nice .315-.320 avg and 100+ RBI a season. Reyes is improving his power and will eventually begin hitting 15+ homers a season, maybe 20+ and easily score over 100 runs. Look out for 60+ stolen bases this year from Reyes and a high average of at least .330. Both of them are great defensive players with Reyes probably being the top candidate for a Gold Glove...maybe even Wright. This is the most amazing infield duo in the Majors, hands down.

Utley/Howard without a doubt.
Utley is the best offensive and defensive 2B in the National League. He's got some pop in that bat as well. Howard will hit between 50-55 home runs this year and drive in 130 plus with a .300 plus batting average.

Utley and Howard
Utley is the best offensive second baseman in league. 5 tool player. Howard well is stats tell the story.
reyes and wright is a close second though. Reyes might be best shortstop in Baseball and wright is getting better and better

wright and reyes
wright is a young player proving himself more and more year in and year out. he has the most upside of a young player in a while. look for him to become a solid .315+, 35/120/100 man who will nab 10 to 20 bases a year in a sport where speed has become a comodity. wright will become a more sterdy and durable chipper jones before all is said and done (remember chip used to swipe nearly 20 bags a year before his injuries)
reyes is another young player with tremendous upside. the guy has already proven that he can and will steal 50+ bases a year, score 110 runs a year and is even begining to look a little like willie mays hays knocking a few out of the park. look for him to establish his power over the next few years and become a ricky henderson type player before his carear is over.

Wright and Reyes. Power and speed. Howard is a monster, but he has a lot more pressure on him and we've all seen what that does to some players. (A-Rod, Pedro Martinez)
