No. The browser is a separate product, and it will be released in June in the US. Here's the IGN page on the browser:

Out of the box, you DO get wifi connectivity with other DS', the ability to download games from DS "stations" at game stores and airports, and the ability to play wirelessly with other DS'.

Nope. I think you may be confusing it with the wireless ds to ds connection and pictochat, which are already built into the DS. that works if you have someone with a DS nearby to connect to.
