Temperance movements imposed bans on the manufacture, sale, and transport of alcohol. The word "temperance" means moderation. So it makes sense to apply it to the movements themselves. The rationale of the people behind the movements was, "Less alcohol consumption, less problems in society." In other words, they equated problems such as crime and high divorce rates to the consumption of alcohol.
