Uranus also rotates clockwise like Venus, but has a highly tilted axis. The best explanation I've heard is that the both planets were once hit by large planetoid or asteroid some time during their development. Planets only rotate to conserve angular momentum, so there must have been some drastic outside influence to change the rotation like that.

For the same reason Uranus rotates on its side and the Earth has its Moon. That is, because of an impact between an asteroid and the planet some time in the past (the Giant Impact hypothesis).

The real reason is unknown. One can speculate however that it could have been from an impact earlier in the solar system history the caused the planet to rotate clockwise much like the impact the cause Uranus to rotate on its side.

Chances are good that Venus, like earth, collided with another planet of similar size early in the life of the solar system and had its rotation drastically altered from the norm.
