I read something that said Audrey Hepburn's first Hollywood film was Roman Holiday. However, she was in other films before the release of Roman Holiday. So my question is, if a film is not a hollywood film, what is it?

I believe in this case they are referring to Foreign Films. Most of Audrey's earlier movies were made in the UK or France. She was born in Belgium herself with an English father and Dutch mother. So she started in career in Foreign Films in Europe before going to Hollywood.

A picture is not a Hollywood film when it is made outside of the Hollywood studio system. This can be either a foriegn film or an independant film made here in the U.S. (and even in the city of Hollywood itself) but financed and developed without any major studio funding the project.
