I suppose you should start with City Hall. They are responsible for business licenses. They will be able to tell you is you need any other kinds of licenses as well.

Small-scale breeders with gross sales under $500 per year are exempt, as long as these sales do not include wild or exotic animals, dogs, or cats. If you own no more than three breeding female dogs or cats and sell the offspring, into the pet channels only, you are exempt. If you are planning to sell more than this go to the link below, it gives an exhaustive list of all types of breeders and what you need to do to sell those fuzzies.

i don't know if you need a licence or not but i would check you community center or talk to your local pet store and see what it is all about. now i know some pet store mostly the mom and pop ones not the chains will just buy them off you right there on the spot. when my hamsters had babys thats what i did. and if you say hey i always have these things them they just might make you a supplier if they can get them cheapy and healthier. good luck!
P.S as long as you have the room and time for the critters. and you take care of them properly. kudos to you ignor any who say other wise

Check local law, you mentioned ferrets, those are special creatures.. many states prohibit their breeding at all and some states prohibit you owning them at all. Start at City Hall and work your way around from there.
