Because the crystals in the ice line up in an orderly fashion.

It's enthalpy (not entropy). To form ice, adjacent water molecules form hydrogen bonds. The bound molecules are in a lower energy state than the unbound ones. The enthalpy of fusion is the energy difference between these two states.
