Yes it is possible. I've dug up and removed a few, but it is a sizeable job. Involves digging down around the stump to expose the roots, then cutting through the roots and finally removing the stump. Kinda depends on the size of the stump...I've removed stumps around 10 to 12 inches in diameter.

No, your local hardware store should have a product that speeds up stump rot. In the store that I work at we keep it next to the pruners. They are not super speedy and you have to follow the directions exactly, but they DO work better than digging it up. The nutrients from the rotting tree also provide excellent additives to your soil.

get a bag of charcoal and put it on the stump, and burn it to just below ground level, then cover it with ground

Yes, you can either burn it out or rent a stump grinder and grind it out.
