Unplugging for a notebook as you noticed is not enough, you also need to disconnect the battery.
Please try to unplug from wall, remove battery from notebook (flip notebook and see where the battery is before unlatching and then remove battery (really hard to help you since it is not in front of me) too many different combinations of batteries on notebooks.
(you have to unhook battery for a minute - and then reconnect)
If after you put it back it still does not work you have to bring it into a compaq authorized service center.
Unfortunately it looks like you may have a hardware problem, those are not easy to solve (by yourself).

Hmmm the power button could be jammed. If you can see what is blocking the power button from touching the circuit board, try to remove it. Your pc could be overheating, if you run too many programs at startup it will shut down. I know windows has a safemode, so when you power it on press and hold the F8 key and select safemode. Laptops tend to overheat because of poor air circulation. Try to keep it off the ground, use some books for a temporary solution. Remove some automatic starting programs, use start->run->'msconfig'->startup and uncheck anything that you dont use, make sure they are only programs you recognize, if not just leave it be. This happened to me and now I have a dead battery. Remove the battery this reduces the heat produced and use the AC power for now to get it started. If your battery doesnt charge again, you will need to buy a new one because it seems like your battery is done for. A pc goes into standby when it wants to cool down, and this protects the laptop from damage from heat. Get a new battery and remove unnecessary programs this will speed up the pc and help reduce heat production.

Hi. Try using safe mode by repeatedly tapping the F8 key while it boots. If a "Last known good configuration" item is there, select it and reboot.

Sounds like you need a new battery or AC power supply cable. If it doesn't work while its pluged in there's a good chance it's the power supply cable.
