What is required to make homebrew games for GBA?

i know C++ and i hear you cna make games for gba in c++, so please list tools needed to do this,

preferably cheap tools somewhere pricerange around 50-100$

You'll need a Flash Cart and a special conversion program. But I think you're on the right track, C++ is an accepted language. Problem is you'll need to put your images in a special filetype, same with sounds. Conversion software is easy to get ahold of though.

Can be done for the price of that cart and your time.
