because the laws in this country are terrible! we would be better served making the failings of an England manager arrestable.... then we could all throw celery at him and live happily ever after.

Throwing anything at anyone is an assault (if it misses) and a battery (if it hits) because it is done with the intent to scare the victim (I use that very loosely) that they will be injured or results in an unwanted/non-consentual bodily contact.

If it actually hits the victim then this would amount to the common law offence of battery - the application of actual physical force.

Throwing anything is a criminal offence. Even it is just a tissue. It is causing a nuisance to others. Even though it didn't hurt anyone.
