Wow that sounds like fun. In order to make a cool fan character you have atleast know abit of the show. I personally don't know too much about Naruto.
hes an idea: girl character whom is very boyish and impersonales as a boy to be taken seriously. She probably feels that her looks are a distraction*she's very beautiful or ugly you decide*
boy character whom has a disability (missing arm or leg) but trains hard to be a ultimate nijna. He is looked down upon by all the other villagers because of his disability. Has a thing for plants and uses the power of plants to fight his enemies and grow a new arm or leg. Hates fires and deadbeat dads, father left him and mother for an another woman.
I'm no good at names so youre going to have to do that on your own.

the name could be anythin ill give u a name from another anime Chiaki likes n dislikes he cud use things he likes n dislikes n the main attax n weapons water style jutsu n a string(there deadly) hope he wins ^.^

Go to a Anime website and it should be able to tell you everything you need to know. Even better google, I watch it but I don't know the name of any of those Jutsu's.

the name of the character should be ryuu which means dragon or ryota which means strong.the type of jutsu he should have is fire based or lightning based.no weapons jutsu would b good but thats wat i think.he should have blue short hair(hairstyle idk) he should wear black and a little of white or/and red.
